Why is it that if my Ritek DVD-R says it has a capacity of 4.7 GB, i can only burn 4.38 GBs. I'm trying to burn 4.6 GBs onto it using CopytoDVD. Is there a software that will let me burn 4.6 GBs worth onto the DVD.

4.7GB is 4.38 computer GB(1 kbyte=1024bytes).

So 4.6 computer gigabytes wont fit on a dvdr/w. -
People who manufacture media and drives have special dispensation to call one billion bytes a gigabyte.
So they mean that the disc has 4,700,000,000 bytes on it.
To find out how many gigabytes that is in "computer gigs", you divide by 1024^3.
So 4,700,000,000 / 1024 = 4,589,842.75 Kilobytes
4,589,842.75 / 1024 = 4482.25 Megabytes
4482.25 / 1024 = 4.377 Gigabytes
See how this works? Same reason your 120GB hard disk only formats to about 112 gigs.
