Just a quick question ... what is the pixel size required (width x height) for an standard image to be used as a background pic in a VCD menu in Nero 5.540? And does it have to be any specific format (eg. bitmap / JPEG / GIF / etc) ??

Sorry, should have said in the PAL format. And what do you mean by "stretched"?? And does the aspect ratio change by stretching a picture?

The VCD standard provides for only two still picture resolutions: in NTSC, its either 352x240 or 704x480; for PAL, its either 352x288 or 704x576. With other nonstandard resolutions it either distorts the aspect ratio, puts it in a weird position on the screen, or centers it and chops stuff off.
