Does it matter if I choose the option: "Non- Interlace" or "Interlace" under "Encode Mode"
And what does: MAC, SEAM, COMPONENT & UNSPECIFIED mean under "Video Format"?

Bit more info. It would help to know what you are encoding from, what your output file is going to be and what software you are using.

If your original source is 352x576, then resizing to a larger resolution will always look bad. Resizing down is a whole nother story, that should be OK.

Yes I know but it looks like the outputted video got some vertical lines... I choose a very high bitrate so I think it's the resize fiter.... Converting to standard SVCD is much better!

If you are encoding using a TMPGEnc template there is no need to use a resize filter. The compliant sizes are set in the template. 720x352 is not a compliant DVD resolution.
