this might not be the right forum section for this..
the avi file I am working with is 512 x 288.. this is invalid according to the program I'm using which takes the avi straight to the dvd.
the valid frame sizes are (720 x 576) (720 x 480) and (704 x 480).. how does one go about changing the frame size of an avi without changing its format? also, which of the thre frame sizes is an NTSC 4:3 aspect ratio?

720x480 and 352x480 are NTSC DVD resolutions. You'll have to re-encode which it sounds like your program that you are using, will then encode it again.
You could use TMPGEnc to convert it to a 720x480 MPEG2, and author that file. Or you could use VirtualDub to resize it to an 720x480 AVI. Or, if the program you use will accept frameserving you could frameserve it using Virtualdub or AVISynth and resize it with those programs. If you program is fine with using frameserving, I'd go with that.Ejoc's CVD Page:
DVDDecrypter -> DVD2AVI -> Vobsub -> AVISynth -> TMPGEnc -> VCDEasy
DVD:
DVDShrink -> RecordNow DX
Capture:
VirualDub -> AVISynth -> QuEnc -> ffmpeggui -> TMPGEnc DVD Author
