does anybody know what exact settings i need to choose, I did see the help file for panasonic in vcd help but im not to sure if i really need to divide something to get a bitrate or can i just leave it be.Is there any special setting for me to choose that i need to.

The Panasonic MPEG Encoder comes with default settings (NTSC VCD and PAL VCD). Just select those.
The only change you need to make is the GOP sequence.
For NTSC, select the first one.
For PAL, I think it is the third one (12-12-3 I think).
