  1. I want to convert mpeg(23.976 fps,Film) to mpeg(25 fps, Pal). Except TMpegEnc, is there any other software or tool that can do the job without losing picture quality. kindly help

    If your source is avi you can adjust the framerate losslessly, ie: no quality loss. You could use something like VirtualDub. Set the framerate accordingly and set the video to direct stream copy and save out the avi. The framerate will be adjusted for the video, but you will still have to manually adjust the speed and possibly pitch of the audio. BeSweet is a great tool for this as it has built in regional format conversion options.

    If your source is an mpg than there is no way to do this conversion without losing quality. Your only options are to re-encode the footage or let the DVD decoder do the "conversion" for you assuming it supports that function. If you want to re-encode the footage yourself, any mpg encoder will do. Simply set the framerate to 25 and pick a PAL compliant resolution and there's not much else to it, except that you will still have to convert the audio as well. If you choose to use TMPGenc for this make sure and enable the "do not framerate conversion" filter on the advanced tab.
