PAL Mpeg2 to NTSC Mpeg2

I've been trying to convert a PAL video clip I captured with an ATI AIW (european version) to NTSC.

TMPGenc and the Mainconcept encoders had no problem converting PAL Mpeg1 files to NTSC, however, when I captured at dvd quality I had no luck trying to convert the clip to NTSC. My capture settings were 640x576, 8.00 Mbit/second, Audio 44.100 khz, 16 bit, stereo.

Does anyone know how I can do this? Thanks

There are several guides and many forum threads discussing various methods for achieving this. Do a search, you should be able to find lots of useful information.
