I understand that this is unusual, but...
Is it possible to play back a LP/EP VHS cassette on a VCR that can play back only SP and then slow down the speed when recording via a capture card on a PC.
Per what I have read the tape speed is increased for LP/EP. Can I slow it down when converting to mpeg? I also read that a 4 head VCR is required for LP/EP. I think the one I have is a 2 head. May be this will be a problem?

I have no experience in the matter, but it would seem to be plagued with problems. I think you may be better off just buying a cheep VCR player that can play them.
Lets say that you record the playback. It would be in either PAL(at 25fps) or NTSC(at 30fps). In order to adjust the speed, you would need to alter the framerate by dropping or adding duplicate frames. Very similar to transfering between PAL and NTSC.
