I just coverted my asf file to mpg by using TMGenc
and it came out the same quality
so what to i have to do with the setting to make the quality like a real mpg

You cat get better than what you start with. You always loose quality when you encode/transcode.

For the most part, Thayne is correct. You can however use a program like Virtual Dub and apply filters to it. That will make the quality slightly better if you use the right ones and in the right order.
