  1. How can I check the bitrate of a DIVX/AVI (probably VBR)? What I am trying to do is convert the DIVX/AVI into MPEG, getting the same quality for the two formats. Thank you

  2. Dear mysticgohan17, how can I be sure that my DIVX is not VBR?
    GSPOT says "1004 kbit/s", can I assume that encoding an MPEG at that bitrate will end in same quality of original? Thank you

    The bit rate of the DivX (along with a few other parameters, not nearly as significant) determines the quality of the DivX.
    The same is equally true for MPEG1/2.
    But, there's no relation between DivX bit rate and MPEG1/2 bit rate!
    For any given source (be it DivX, VOB...) you can only reach the same quality as the source, using "infinite" bit rate.
    Reencoding a DivX with a reasonable bit rate to (S)VCD will leave you with a more or less worse version. For full DVD bit rate, I don't think you will see any difference. What determines what bit rate to use, is what media (and how many) you're going to use. (and what bit rate(s) the corresponding standard postulates).
