  1. Does TMPGEnc DVD Author ever perform re-encoding on the video when authoring VOB files?

One of the reasons I avoid the Ulead authoring programs is because they do this.

Not to my knowledge, i have been using it exclusively to author my dvdr's and i think it gives you the option of re-encoding audio if you want to change it but i always use .VOB's or dvd compliant .MPG's and it has never re-encoded the video, my audio has always been DD ac3 so i just let it pass right through so the dvdr audio is also DD ac3.
as a matter of fact i don't think it will even let you import any video that is not dvd compliant.
Definately give TMPGEnc DVD Author a try, it is very easy to use and gives you alot of control over layout's on menu's, i have not found anything i want to do that it won't let me do, you can place anything pretty much anywhere when making menu's. It also lets you edit out sections, rearrange them, whatever you want to do. the longest it ever takes is when it converts everything to .VOB's in a VIDEO_TS folder. this is what it looks like when it is done.

Just the way it is set up on a dvd. then you can burn it with it's own burning program or whatever you want to use.
play with it awhile and i'm sure you will like it.
