I'm encoding DVD compliant MPEG2 video real-time via an ATI AIW 7500. I have NeroVision Express to burn and do basic authoring, but it won't recognize my .mp2 files.
It seems that it needs to encode the video itself (from .mpg, .avi., etc.) to create the necessary files to create a DVD. I don't want to double encode. What's a cheap way to get from an already-encoded file to a full "VIDEO-TS" folder?

MP2 isn't a DVD standard. You can re-encode the audio to AC3 or if you have space , PCM.

All you have to do is rename the mp2 to mpg.
Everytime you record just hit the button that looks like a file and give it a name with the extension .mpg and you won't have to rename the files later. MMC will remember the extension you give and will then use that. You may have to do it several times because I guess it rememebers the extension for each profile or something.
At least that's the way it worked for me.
Also, get Tmpgenc DVD Author. It will take those files and produce the files you need for your DVD and will even burn them for you if you want. It will not re encode video that is DVD compliant. It can even use vcd format to make DVD's that hold 7 hours of video at pretty good quality, -
As others have mentioned the real problem is that the DVD standard calls for either ac3 or PCM (uncompressed wav) audio for NTSC players (PAL actually supports mp2 audio).
For the best compatability you should convert your audio to ac3:
