    Is it possible to create a VCD with AC3 audio on it?

    Not really. Ac3 is not valid for VCD. You can add VCD compliant video to Ac3 audio. What you then have is an XVCD (i.e. non-standards compliant). It may play on a set top DVD player, it may not.
