As I understand it the video bitrate is equal to movie quality.
I usully converts SVCD to DVD and then burns it. A standard SVCD can have up to 2400 kbit/sec (I think?) in bitrate and a DVD 8000 kbit/sec.
Now to my question. If I convert a SVCD to DVD with 8000 kbit/sec, does the movie quality increase, or is it the same?? Shit in, shit out... right?
How about divx-files. They mostly come with bitrate's under 1000 kbit/sec. Which movie has the better quality, a standard SVCD or a standard divx (800Mb)??

Just as you suspect you can't increase the quality, it will not get better than the svcd.
I would say that a standard svcd will give you better quality than a standard divx, although there are those who think otherwise (I have a feeling djrumpy is lurking somewhere :P) -
Encoded correctly and with enough bitrate (and of course assuming a good enough quality source) a divx can be superior in quality to SVCD.
