  1. I've few mpegs which has a format of 352 X 240, 4:3 525 lines (NTSC) & 23.976 FPS. I want to convert it into format of 352 X 288, 4:3 625 lines (PAL) & 25 FPS. Kindly name the software or technique which encodes it without losing clarity and resolution. I've tried Tmpeg, but it did'nt give any good results.

    Put simply: VCD encoding loses lots of quality in the process. Since what you want to do (changing frame rate along with resizing) requires reencoding, there's not much to do - whatever you use, you'll lose quality, and pretty signinficant too. (As you have noticed):

    Good(?) NTSC source -> low q NTSC VCD copy of good NTSC source -> low q PAL copy of low q NTSC copy of good(?) NTSC source.

    Since you want to convert to PAL, and most PAL equipment happlily plays NTSC, I'd try to do a NTSC VCD from your original MPG (without reencoding - just author and burn with VCDEasy). Chances are pretty good that it will work.
