    Is this possible like it is with AVI files?

    I have an NTSC TV capture in MPG format and I need to convert it to PAL. I'm looking for the method which will yield the least quality degradation. Do I have to re-encode?

    Then you need to learn how to use Avisynth. There's filters available to transcode from 29.97 interlaced to 25 interlaced, or vice versa.

    Are you sure you need to convert it to 25 though? the majority of PAL DVD players can transcode 29.97 to 25 on playback (in fact i have -never- seen one that can't!), and if that's not an option a lot of PAL TV's will play NTSC anyway.

    I'm assuming the MPEG is destined for DVD or VCD, as if it's only being viewed on a computer it doesn't make a blind bit of difference what format it is

    I've looked at AVIsynth before and that is waaaay more complicated than I want to get. Yes I'm sure I need to convert to PAL. I tried as NTSC and while my player does play it, the output is jerky and the sound unsynced. My TV is PAL only so I think my player has difficulty doing both the frame reduction and the 50Hz PAL conversion simultaneously in real-time. The end result is the jerky playback I get. Once converted to PAL however everything runs sweeet.

    What if its to be played via a PAL Playstation 2 without DVD Region X?
    I know my PS2 plays em (region free ntsc DVD) but outputs in B&W.

    i'm afraid i don't have a ps2, so can't answer your qeustion. It should be possible to tell your PS2 to output to PAL only though, have a flick through the menus.
