No. The TV licence pays for them so they are limited by copyright to UK audiences. But you can subscribe to commercial BBC channels outside the UK.

Actually all bbc digital channels including regional variations are now being broadcast free to air via the astra 2d satellite (same one as sky digital)since the bbc ended their agreement with sky to provide encryption services. Anyone with a fta digital receiver and a suitably aimed dish can get them for free. There's even a page on the bbc website;

that tells you how to tune them in.
