I recently recorded something using pinnacle pctv deluxe device. I now want to take the commercials out, what is the best way to do this without loosing quality. What program should i use to burn or can I still use the burning tool incorporated with pctv deluxe?
i have tmpge dvd author and tmpe plus 2.53
but still playing around with these and I'm obviously not doing something right.

There should have been some type of pinnacle editing software that came with your capture card. If not, IMHO Ulead video Studio 7 is the best for mpeg editing. You could also try the v-dub mod, Its easy to use, but I have had difficulty saving the edited video. As for burning, I use nero, but just burnt a DVD-R using Burn4Free, and it turned out to be a very easy to use, capable, high quality product .You can find Burn4Free in the tools section.

Did you try Womble MPEG-VCR so far best for cutting mpeg2 without re-encoding.
