First of all, I didn't know what forum to post this in, so apologies if I misjudged.
Here is my idea, which is just something experimental and fun:
Capture a broadcast, at around 10-15 fps, probably, and about 320-240. Stream it over the web, to a port which users can then access by typing my web address followed byort_number.
I have software, made for web cams, which shows "live shots" and can be used with my capture card (WinTV Go, by the way). However, I don't know what to use to broadcast a continuous stream.
Any ideas on how to do this?
Have I lost my mind?

Try to use Windows Media Encoder. It has a streaming feature, so yo ucan stream your files as well as live capture from your capture card to the internet.
