Can't find much info on how filters should be applied. One place suggested this order:
IVTC
Resize
Smothers
Is this right or if not, what is the correct order for getting the best image possible? Thanks.

That's the order I'd use. Always IVTC before you resize because resizing will make it harder for the IVTC filter to detect the interlaced frames. Smooth or sharpen after resizing because different resize filters tend to smooth/sharpen the image slightly as a side effect, and you don't want too much.

If you are trying to remove video noise with a smoother -use it before resizing. For normal smoothing/sharpening- after resize is better. This is as per my experience.

I bet almost everyone would say: IVTC first
As far as Resize and Smooth, it depends. I've, depending on different sources, have done these in different orders. Chances are you might not noticed eitherway. But I will say this, if you try it both ways, and dont see a difference, do the smoothing on the picture when its the smaller size, so if you are goin up in the resize, do it before, or if you are scaling down, do it after, it will take less time. But only if you find both look fine.Ejoc's CVD Page:
