After you have captured the video from either tv or comcroder and its a mpeg file, how do you convert it to dvd fromat?? Burned the mpeg file to straight cd and plays on DVD player but quality is real bad.

Are you talking about MPEG1 or 2? It sounds like MPEG1 if your talking CD. If so, a VCD is not the highest resolution and in most instances will look like garbage if you're not real careful in the capture and encode.
YOu might want to bump up to SVCD or DVD and encoding to an MPEG2 compliant resolution. -
