I have an idea for forum registration

When you first register, you should have to click through 10 pages before you can start a new thread, all containing the forum rules. Even though these are right above subject and message areas when posting a new topic, people still happen to miss these. Not to mention alot of the closed topics are newly registered users asking how to convert their bootleg movie to dvd. Is there anything anyone can do about this?

I think the point he is trying to make is that it doesn't work, we get a lot of bootleg questions. But, recently I have either not been catching them myself, or there has been many less than before. Probably due to the new warning system.
