How do you make a DVD-Audio Disc? Can they be played on any stand alone DVD player or DVD-rom drive.

you need a dvd player that supports DVD audio .. many now do .. see player feature section ..
as to making them -- it will cost you a lot of money right now .. see

You can fake it by encoding all your audio to WAV or AC3 then add a blank video track. Not sure how you do that, but it is possible. You could even add chapters at each new song so you could skip around on the dvd player.
