Lip Sync Problem on VCDs - video & audio off. Please hel

I have bought a few vcds at very cheap prices as i wanted to make them into a dvd.

The thing is it looks like i got what i paid for. The audio and video sync is off on all vcds. i.e. the person speaks then the mouth moves.

Is it possible to rectify this?

I have VCD Gear to make the dat files to mpeg and tmpgenc. Any suggestions on what to do?

I thought about extracting the audio and video and re-joining them but am not sure if this wil sort it out..
