does anyone know of a better software to cut out clips from an avi file than Virtualdub and NanDub?

Subfunction? Avisynth is it's own standalone program. AVISynth is a pretty powerful editing/frameserving tool. But it's based on script files (there are a few GUIs out there but mostly you have to write a script file).
If that's not your cup of tea, then either Vegas Video or Premerie are the way to go. I personally prefer Premerie but then I've got free access to it so... -
i tried to use Premerie before but it was really confusing. i want to be able to do a good cutting job on avi files. is there a guide that shows how to do that on Premerie?

Premier is not very user friendly, hard to fugure out how to use it.
You should try one of the more user friendly one such as:
Pinnacle Studio 8 (the most user friendly in my opinion).
I am sure there are others that could be at least as good but I don't have them and never use them.ktnwin - PATIENCE -

it doesn't do frame to frame or i don't know how to do that. how do you do key frame? what i do is i open the file then i drag the bar on the bottom to where i want it to start and then hit the arrow pointing left. then i drag it to where i want it to end and then presss the right arrow. and then do direct stream copy and save. but it starts a few seconds before i want it to start

The 5th and 6th buttons from the left advance 1 frame at a time.
( << >> ) Also you can press ( and hold ) the keyboard
arrows to advance 1 frame. Just get close with the sliders
and then use the arrows.
Any new software you get will be like that or worse.
There is no software yet that can guess where you want a cut. -
how do you do key frame?
If you do not cut on a keyframe, it's going to include everything up to the next keyframe. In some heavily compressed files, that can be quite a lot - that's part of how they compress.- housepig

I use ArcSoft ShowBiz which came bundled with Sonic MyDVD along with my burner. I don't use MyDVD but ShowBiz is awesome. Editing captured AVi is a snap, very quick, very accurate, and I save in any format. I can't use it for compressed files though...way way too slow. It has some easy to use features like scene detection and file splitting but the editing tool is the best.
I've got to find a good editor for captured MPG2...TMPGEnc doesn't cut it (literally)...I'm thinking of investing in TMPGEnc Author. -
For mpeg editor try mpeg2vcr from www.womble.com, if I can use it anyone can.
