    Nero does (pretty rudimentary) menus for VCDs - although I understand that version 6 is much more advanced than 5.5 has been.

    VCDEasy is what most people recommend for more advanced authoring - including decent menus.

    There are loads of guides for VCDEasy on this site.

    I guess I'm still of the old school... but for the best control over making menus, I suggest learning how to code the VCDImager XML manually: http://www.michaeltam.com

    Of course, VCDEasy is pretty good too if you don't want that extra level of control.
