Decode the AC3 to wav. HeadAC3he can do this. Then use TMPGEnc, VCD template. Use the AVI as video source, and your wav as audio source.

You need to convert the AC-3 to another format. The VCD format uses MP2 audio. You need to use a program that will convert the AC-3 to MP2. The two most popular choices are BeSweet and HeadAC3he.

For the video you need an MPEG-2 encoder. The most popular is TMPGEnc because it has a free trial period when you download it and when you decide to buy it the price is very decent (something like $60 USD as I recall). In fact the downloaded "demo" version will work without ever registering it if all you ever do is MPEG-1/VCD stuff. You will only need to register it (buy it) for doing MPEG-2 such as SVCD and/or DVD encoding.

Look at the following guides located on this website:

    https://www.videohelp.com/tmpgenc.htm

    https://www.videohelp.com/forum/userguides/91588.php

    https://www.videohelp.com/tmpgenc.htm#ac3

You will find that there are many usefull guides on this website which will cover most of what it is you are trying to do.

This website is great but a second opinion is always a good thing so you might also want to take a look at the following website:

TMPGEnc is your best bet (and some of the best quality)

see the instructions above and the guides to the left .

You must have done something wrong or your source file is corrupt. TMPGEnc is one of the more popular encoders and gives great quality. Also, it is one of the easier ones to use. Did you follow one of the guides? Pick one in the Guides section and follow it closely, you shouldn't have any problems.

Other encoders are Mainconcept and Cinemacraft (CCE), look in the Tools section under video encoders.

    Try this ...

Convert the AC-3 audio file to a WAV audio file. This can be done with BeSweet or HeadAC3he.

Then use the WIZARD MODE in TMPGEnc and select the correct template (I suggust the 29.97 NTSC for NTSC VCD or the PAL VCD template for PAL).

Load the video and the new WAV source and off you go.

It ain't that hard ... remember the guides I linked too?
