When I scan MPG's using DVDPatcher, I often find that the specified bitrate is *way* higher than the actual bitrate, and many times the aspect ratio is something nonsensible (like "|12"). This especially seems to be the case with MPEG1. Yet I've never found this to affect playback in any way.
Why is bitrate specified, then? Do any software or hardware players actually use this information in any way?

With VBR they report the MAX rate. The average rate
is not knowable without scanning the entire video.
