I was encoding a file and it had 9 minutes left.. i don't want to encode the whole thing again.. is there anyway to resume encoding with TMPGEnc?? please say there is...

There is, sort of anyways
If you know EXACTLY where the encode stopped, you can use the source range feature on the advanced tab of settings, to restart where it stopped. Then use TmpGencs mpeg tools merge and cut to join the two files together. -
Like the previous poster said.Use the source range to set the start and stop points of the video file,and bingo.
