You need either I-Author or the philips svcd tools (philips svcd designer and possibly the philips multiplexor too? dont know dont use it.)

With these you can both multiplex in up to 4 separate sub streams as well as a 2nd audio channel. Then these same tools can be used to create a disk image of a svcd which you can then burn.

In addition to this, TMPGenc and bbmpeg and possibly some other programs as well can multiplex multiple audio tracks but there are no other ones which can do the subs.

Any svcd compatible dvd player will let you switch between audio tracks during playback, however, only certain dvd players support soft encoded subs for svcds, which is what you are trying to create. To find out if your dvd player supports soft encoded subs check the dvd player list, hopefully you'll get an answer there.

If you do get a hold of I-Author then you will need to convert your subs to the I-Author format. Its easily done but you will need to read up on it, check http://www.doom9.net.
