I capture from a (cable) tv source using Huffy @ 480x480. The output turns out great or atleast good. Then I tried encoding to SVCD Template. After the encode, it turns out great as the source... well, kinda. There are 'random' incidents of noise block occuring in fast scenes. I encoded with TMPGEnc using 'High Quality' and @ CBR 2200kbit ... Here's a sample of what it looks like.

It can't be the 'bitrate' cause I encoded at a high bitrate. On the original AVI video, that same scene looks fine - no noisy blocks. This 'noise block' only happens occassionally, mainly at fast scenes. Any ideas?

OK, here's another followup to this 'problem' =(
This time is from a DVD rip (!!!). I just encoded Transformers DVD -> SVCD @ 2300kbit with CCE. I get 'random' noisy blocks, mainly at fast-action scenes. Any ideas?
