On some commercial dvds, an example being the old school unrated and Buffy the vampire slayer season 2 dvd set, the picture seems to fade in and out brightness wise. Going from dark to normal every ten seconds or so. I even returned the Buffy ones and got another set which did the same thing. I've tried two different DVD players, an APEX and a Panasonic. Both have the same thing occur but they work fine on DVD-ROMs. Any ideas or anyone else have this happen?

Do you have your DVD player connected directly to your TV set or have you connected it via a VCR

[You're definitelty seeing the results of MACROVISION
it will make the brightness hunt from LIGHT to DARK while viewing
If you posted that you are BYPASSING the VCR to view these titles on a TELEVISION (or MONITOR)..what set are you using?
bECAUSE without the VCR in the path..

It's rediculous. I'm not trying to copy, and if I were I wouldn't go through the VCR (hah!). It's an older Magnavox, I did some research on my own and found out about Macrovision. Thanks though, I plan to go to Best buy tomorrow and get a copymaster, that'll fix it right?

It will fix the problem but why should you have to buy it? You shouldnt have the problem in the first place!!!
