I have a VHS tape with still images from an old reel of film that I plan to put onto a DVD. Since there is no motion on this DVD, what bitrate would be a good choice to encode this w/ TMPGENC? Also, should I bother with any kind of filters during capturing if the original is in really bad condition anyway? Thanks for the help guys.

Good question, although I am not sure if I have a perfect answer for you.
The truth is, it is mostly about the length. If your entire clip is only half an hour long, then just do it at a good high bitrate, you won't be losing out in any way, and you are ensuring quality.
The problem with capturing the images from an old VHS tape is that there will most likely be movement from frame to fram because of jittering, dust, etc etc. This will increase the number of changes frame to frame, so the bitrate would still have to be higher than it would if you were authoring the video directly from the still pictures.
Anyway, hope that helps a little.
