Does anybody know how to put black borders only on the right side of the screen using TMPGEnc? I tried doing it by going to Center (customize size) putting black borders around it and encoding it. Then encoded the movie again and chopped off the left side of the screen by going to Clip Frame. Am I losing quality because I reencoded it? I am converting Divx to a VCD.

if you're doing anything other than just the normal 'arrange setting' resizes in TMPGEnc, I would frameserve from VirtualDub and use the resize filter in that - it's much more flexible.
There are several guides on this site about frameserving from vDub to TMPGEnc and other encoders.
