    Did you mean CBR and VBR?
    CBR = Constant BitRate (one constant level of bits)
    VBR = Variable BitRate (various bits throughout the video)

    CBR is a constant quality while VBR changes bits in order to get more bits to complex scenes and less bits to unneeded areas. VBR is better quality, but is more time consuming.
