Problem in WinOnCD38 photo project

I try putting a bunch of photos and creating a VCD using WinOnCD38. Then I try playing the VCD in 3 different ways:

1) VCD player supporting 2.0 standard

After pressing the play button on the remote control, the TV shows "please make sure that your player supports VCD 2.0 standard". However, I am 100% sure that my VCD player supports VCD 2.0 standard.

2) ATI video card VCD player on PC

After clicking the play button, nothing is shown on the screen

3) Roxio VCD player coming with WinOnCD38

This is the only player that works.

How can I make playing using a VCD player work i,e point 1?
