Is there any way i can make the quality of an mpeg better?? any software etc..

No. once the quality is lost there is no way to get it back. You can apply filters which can give the illusion of better quality but its really a subjective gain. For instance if the movie appears dark to your eyes you can brighten it up. If there is alot of pixellation and macroblocks you can apply a blur or smoother filter but while that may make the blocks less apparant, it will decrease the overall quality of your picture even further.
Basically what I'm saying is that you can't polish a turd. -

How do you apply filters to brighten a picture up? The movie Bound appears dark, even on the DVD.
