I have a SVCD PAL video clip and try to convert it into VCD NTSC Film. I follow the steps in https://www.videohelp.com/forum/userguides/166237.php except step 5 which I select "Video-CD NTSC Film" instead of "SVCD NTSC Film". Everything runs fine up to here. However, the last step "Simple Multiplex the video and audio" gives me the trouble: It keeps giving me the "Illegal MPeg audiostream" error message whenever I try to use the converted mp2 as input audio. Can any experts solve my problem? Thanks in advance.

Why not use SVCD? If you were needing it done in SVCD format I might be able to help you, but as far as VCD, I'm not very familliar with it.
