I was wondering if anyone could point me in the right direction for this. Also how can I find out what frame rate a DVD is encoded at? This would help alot.

You can extract the ac3 file with smartripper in "stream process" mode
Probably could do it with dvddecryptor or dvd2avi too -
dvd2avi to see the framerate
If you have the vob's extracted use your ripper's info file to find out which streams you want exaclty, and again you could strip them out by rendering a project (d2v) file using dvd2avi, while selecting the appropriate ac3 stream, or use VobEdit.
