Covert from 23.93fps(.avi sile) to 29.97fps(VCD file)

I have problem for Lip sync ( Video and Sound syncro ), when I convert avi file which has 23.93fps to VCD standard file (Mpeg1,29.97fsp).
I tried to change "sync" adjustment which is in option menu, but I could not imrove this problem.
Could you please help to improve this problem?

Under the options tab, try choosing set 3:2, this should work
and be in sync.

Also forgot to mention, You have to choose the MPEG1 (mpeg2enc) option and not the MPEG1 (ffmpeg) for your Video Codec under the Video Tab. Seems the 3:2 pulldown option is only available for the mpeg2enc engine.
