When i am encoding my home movies with VBR setting
    MIN:2000
    AVERAGE:4500
    MAX:8000
the max bitrate always comes out too high. I check the stream with bitrate viewer and it's always much more than 8000. I does not matter if i use the DVD compliant setting or not, actually it seems to get worse when i use the DVD-compliant setting.

    CBR works.

I do not add any sound or any other streams before i use the bitrate viewer.

Anyone else has this problem, help i'm stuck.

What problem does this cause you?
Don't give in to DVD2ONE, that leads to the dark side.

It makes the stream higher that 9800 wich is the DVD standard stream. It makes the DVD- player skip because the bitrate is to high on some places.

Remember i have not added my sound stream yet.

Even if i go down with the max bitrate it comes out too high

  4. I have 2.5 myself.

What you need to do is go through EVERY setting and list it here.

Output files, Video encode mode, bitrate, other settings ETC...

Also, what is the file you are encoding through CCE, AVI? MPEG2?

Are you using an AVS script? If so what is it?

CCE some times DOES go a bit higher, but Bitrate viewer also has a problem of being unaccurate. It counts the frames in a wrong way thus gets wrong results when calculating the bitrate.

I at work but will post the setting i'm using when i get home.

I trying to encode a DV home movie file for burning on a DVD, but i will get back with my settings.

It's true the DVD bitrate viewer is not completely correct, it normally ( at least for me ) gives a too high bitrate at the very end of the file

If mpegobsession is correct then we can't assume it's CCE that is doing the skipping by over allocating the bit rate. The problem may lay elsewhere.
