  1. i see lot of movies with fps 23.xxx and 29.xxx

    i guess for a pall svcd we need 25.xxx so is it bad to create a svcd (pal) with the none standard fps or does it depend on your player if it will play on my tv ? or doe i have to reencode first the avi to 25.xxx ?

    Those are NTSC frame rates, right.

    From what I've seen and heard, most European PAL players can handle NTSC, though some have problems with the FILM (23.976fps) rate. There's a decent chance that it'll work fine if you just create a standard NTSC SVCD (480x480, 23.97fps or 29.97fps).
