I need to create a static image (ie: a still image - jpeg) that can be displayed on a regular DVD player attached to a large outdoor screen, for approx 1 hour (ie: as a backdrop for a stage performance). Any comments on the easiest way of doing this would be greatly appreciated.

Easiest way I can think of to do such a thing is to use the program JPG2AVI (http://www.steffelsoft.de/jpg2avi/indexE.htm).
This should create an AVI file from the still picture that then can be encoded into MPEG2 then burnt onto a DVD.
