There is a template in TmpgEnc for standard VCD. Somehow if I change the the bitrate ( if I was not mistaken the default bitrate is set to CBR with 1115) value to the higher value (say that to CQ with max bitrate 3000) is it possible for the VCD to play on stand alone DVD player. The reason for the changes is to have a better VCD quality. Or does it have any other method to have the best video quality in VCD. Size does not matter for me.

VCD is 1150 CBR. Period. If you want to make an XVCD, then you can increase the bitrate. However, if you're going to do that, you might want to try an SVCD. Or at least VBR, which will make much better use of the available space.

Any change you make to the standard VCD template will compromise playback compatibility, how much will this affect your ability to watch that VCD in a set-to DVD player depends on the player, some are quite flexible in what they can reproduce, and others will not play anything that is not exclusively standard. Check the DVD players list.
Supposing that you are already using motion search precision at “high quality (slow)” then there is very little you can do without making an XVCD, which is what you will have if you modify the bit rate and/or resolution of a standard VCD.
There are other options, I personally use CVD and it works for me perfectly, but experiment with SVCD also and decide which is best for you. -
check compatibility of your dvd player here: https://www.videohelp.com/dvdplayers
see if it supports xVCDs (and the max bitrate).
also, see if it supports SVCDs, as it is generally higher quality than xVCDs.
even if your player doesn't support SVCDs, it may still play them using the VCD header trick here: http://www.vcdeasy.org/modules.php?name=_Guides&id=VcdTrick
