does asking advice about 'Mod Chips' for games consoles in 'Off Topic' constitute Warez and break forum rules?

It depends really.

If a user says something like:

Hey all,

I want to backup my PS2 game, what mod chip do I need?

Then I wouldn't lock the thread or consider it breaking of the rules.

However if they said something like:

Hey all,

I want to go down to my local blockbuster and rent out 50 games and rip them. Will I need a modchip?

Then I would lock the thread and probably issue a warning. That said, any other moderator may have a different view on the matter and may react differently.

As long as you keep it in the place of backing up your own, then I have no problem with it, but if it goes to the point where you are obviously asking about warez, then it will be locked.
