I have an mpeg-1 which is 320x240 and 29.97fps and I am trying to make a VCD with it to view on my PAL tv but I either end up with a jittery picture or a more smooth picture but the audio is out of sync.
I have done this (a) straight burn using Nero, (b) converting to PAL mpeg using Sonic Video Factory and then burning, and (c) trying to convert to an avi using VirtualDub and DivX codec and then burning usin Nero.
I assume the problem is something to do with the frame rate of what is presumably an NTSC mpeg?
Either way, is there any way I can get this mpeg to play as a regular VCD on my tv?

1) read the conversion manuals. A lot is already said.
2) offtopic but it is a good idea when convert a mpeg to mpeg to keep the vertical pixels unchanged. In your case you must convert to 352x288 pix, 25fr/s
but you can keep the vertical size ot the real picture 240. Just use video arrange method -- center (custom size) in tmpgenc and set it to 293x240 (290 is calculated to keep the correct aspect ratio)
3) you have 2 options to decide -- if you choose "do not frame rate conversion" the rezult will be a little bit slowish movie, and you have to convert the sound part separately to become as long as the video.
If you dont chack that option, the sound will be sincronized OK, but the video will be a little bit jumpy. Try both on a short clip and decide.Best wishes,
