Step 1 of the TMPG Enc wizard is to choose wether your video source is PAL or NTSC.
I know that PAL = 25FPS and NTSC is 29.97, however my video is only 14.99 FPS.
So which option do I choose - PAL or NTSC (or something else)?

Where do you plan on playing the result (ie, what country)?

in tmpegenc, click on settings down in the bottom right, then, in the framerate dropdown, choose 14.995.
that should work, if not, i dunno. i'd think that if you chose 29.97fps it'd jump every other frame. there is a setting also (next to the dropdown) if you click that, you can make 29.97fps/2=14.98 or something like that.poop. -
