    Step 1 of the TMPG Enc wizard is to choose wether your video source is PAL or NTSC.
    I know that PAL = 25FPS and NTSC is 29.97, however my video is only 14.99 FPS.
    So which option do I choose - PAL or NTSC (or something else)?

    in tmpegenc, click on settings down in the bottom right, then, in the framerate dropdown, choose 14.995.
    that should work, if not, i dunno. i'd think that if you chose 29.97fps it'd jump every other frame. there is a setting also (next to the dropdown) if you click that, you can make 29.97fps/2=14.98 or something like that.

    Well I'm in the UK (England), but all my hardware is NTSC compatible.
