The original DVD movie is badly scratch to a point when I watched it, the picture would skip/break/crack. When I encrypt this DVD using DVD Decrypter, will the skip/break/crack from the original DVD transfer to the encrypted files?

Actually, it's more likely you won't be able to decrypt the movie at all, depending on how bad the data is.
If the data *can* be read successfully you won't get errors on the subsequent DVD -- there are also some measures (some more drastic than others) you can take to try and repair this to get a good read: anything from gently washing the disk to using one of the disk polishers on the market or even Pledge (I think) to try and fill in the cracks. Yes. A DVD can only correct up to approximately 2800 bytes. Your scratches exceed that. Your only hope is that your DVD-ROM is not affected by these scratches (RE: focuses beyond the defects).

well when i rip a cd that is scrached it will play just like the original so hopefully this is different with dvds cuz if it has scratches it will copy the same exact scratches to the copy your making

SmartRipper has a reputation for being more forgiving of scratched discs, than DVDDecrypter.
