After i have converted the movie file using Tmpgenc is there anything else i need to do to the file before buring it onto a disk?

you asked on the other question you just had if after you convert can it then be burned onto a cdr to make a data disk. what are you trying to create???

Need, no. You could add chapters, make a menu, etc. but that's just fluff. You need to use Nero's VCD template and/or use VCDImager to make an image of the MPEG and then burn it. Take a look to the left under Author for more info...

You can use any mentioned. Easy CD Platinum, Nero 5 or VCDImager. Each has strengths and weaknesses. Of that bunch Easy is indeed the simplest, but to me it has a clumsy interface, OK if you're not getting fancy. Nero has the most options, you can make SVCD with a menu in a few steps.
There is no real need to "image" the file. As long as you pick the correct template in Tmpgenc all that's necessary is using the burning feature and select from the menu in either Easy or Nero.
All the above assumes you want to make a CD playable from a DVD player. If not and you just want to store on a CD to play off your computer it really don't matter what template or format you use. -
Sorry, what I meant was you can't just burn the MPEG as plain datafile onto the CDR and put it in your standalone, you need to generate the proper VCD dirs and DAT file.
It doesn't really matter how you do this.
