I need help writing an avisynth script that will help me convert a file that is 480x576 to 720x480. Any help would be appreciated.

Increasing the resolution by that much will result in a very blurry image. If you are simply resizing this to comply with the DVD specification, than you would actually get a sharper image by decreasing your resolution to 352x480 rather than increase it.
Its generally not a good idea to increase resolution unless you have to. -

And you're right I was only increasing to 720x480 in order to stick with dvd standards. The DVD's that i have burned before with 352x480 resolution resulted in unplayable video on my standalone player.This is so much fun! -

Also, higher bitrates won't help at all since the bluriness comes in during the resize.
